About the Course

The Heartland Economic Development Course (HEDC) offers intensive training in the basic concepts, information, methods, and strategies of local economic development. A diverse and experienced faculty, composed of both academicians and practitioners, gives an excellent blend of theory and practice. Course content is oriented toward practical applications. Graduation from Heartland fulfills one of the prerequisites for those who wish to take examinations for Certified Economic Development (CEcD) designation.

General Information

Who Should Attend:

Because HEDC is designed to serve the needs of both full-time practitioners and people in ancillary positions, i.e., representatives of public, civic, and private sectors, participation in the course offers a rare opportunity to exchange ideas and become familiar with economic development programs and activities. Participants have included representatives from federal, state, regional and local planning and development agencies, financial institutions, public utilities, chambers of commerce, and local, state, regional economic development organizations and volunteers.

The course uses a variety of training methods and formats that revolve around the exercises in which participants, working in groups, present various case studies. Also featured is the Heartland One to One Professional Consultation Program. Participants can pre-schedule a one to one meeting with our faculty and "seasoned" Board members throughout the course and find answers to organizational challenges.

Because of space limitations for the group exercises, the class will be limited to 85 . Prospective participants should register as early as possible. Upon satisfactory completion of the course, participants receive a course certificate and continue their training with the International Economic Development Council's professional development series, or Economic Development Institute.

Location-Lodging

Heartland Economic Development Course will be held at the Adams Pointe in Blue Springs, Missouri. Adams Pointe is a unique resort like setting consisting of the Courtyard Hotel, Adams Pointe Conference Center and Adams Pointe Golf Club. It offers a premier meeting and conference venue that uniquely blends exceptional comfort with today's needs. Tuition Fee

Tuition for the 2009 Course is $595 for members of the Kansas Economic Development Alliance, Professional Developers of Iowa, Missouri Economic Development Council, Nebraska Economic Development Association and Oklahoma Economic Development Association and $695 for non-members.

Tuition is payable to the University of Northern Iowa by March 19, 2009 for early registration. Purchase orders or letters of Authorization for billing purposes are also due at that time. (UNI Federal I.D. #42-6004333)

  • All fees for attendance of the course must be paid prior to the beginning of the course.
  • Course attendees with a balance due will be required to remit payment before being admitted to the course or provide written confirmation that their fee is being paid by a government agency or scholarship.

Meal Plan

  • Heartland Economic Development Course and the Adams Pointe Conference Center offers a Meal Plan that includes Welcoming Dinner (Sunday), Breakfasts for five days (Monday-Thursday), Lunch for three days (Monday-Wednesday), break service (Monday-Thursday), and Dinner on Tuesday. The cost of the Meal Plan is $230.00 (Tax Included) This amount has been added to your registration form.

Registration Fee (Tuition plus Meal Package):

  • Partner Association Member $825* ($870 after 3/19/09)
  • Non - Partner Association Member $925 ($970 after 3/19/09)

Course Materials

HEDC participants will be provided with all course materials necessary to complete the course. Attendees may wish to bring laptop computers and basic presentation supplies to assist in group projects though they are by no means required.

Refunds

  • Registration may be cancelled by March 19, 2009 for a full refund. Cancellations received by April 3, 2009 will be refunded at only 50% of the course fee. After April 3, 2009, no refunds will be issued.
  • Any registered attendee who does not submit a cancellation and does not attend the course is required to pay their balance in full.
  • Substitutions are welcome with prior notification.

Scholarships

Participants are encouraged to contact their state's economic development associations, regional economic development councils, and utility partners for information on possible scholarships or tuition assistance that may be used toward Heartland Economic Development Course, accredited by IEDC.

Scholarship Availability will vary from state to state.

Heartland Economic Development Course also offers one tuition-only scholarship in each of the following partner states: Iowa, Nebraska, Kansas, Missouri, and Oklahoma. You must be a member of your state economic development association to be elgible. Contact your association to apply. Application deadline is March 2, 2009.

Attendance Policy

The number of participants is limited to 85, so don't delay in registrating. Early registration is March 19, 2009. To obtain a certificate of completion, Heartland participants are required to attend all sessions to receive credit for the course. Sessions will be held Sunday through Thursday morning. No excuses, other than illness, family emergency or business emergency, will be accepted. You will be expected to make arrangement for missed sessions with the course director.

On-Site Check-In

Course participants are expected to register on Sunday, April 19, 2009 in the lobby of the Adams Pointe Conference Center between 2 pm and 4 pm. The initial session begins at 4 pm.

All participants are required to attend the Welcoming Dinner at 6 pm.
